Allows minors aged 14-17 without a permanent residence to obtain a state ID card without parental signature.

Rhode Island H8099 allows minors aged 14-17 without a permanent residence to obtain a state identification card from the Department of Motor Vehicles without needing a signature from a parent, guardian, or foster parent. Additionally, these minors can receive a certified copy of their birth certificate at no cost. This applies to minors not in the custody of the Department of Children, Youth, and Families.
