This bill establishes a commission to create rules and regulations for pardon applications in Rhode Island. The commission will consider applicants and recommend pardons to the governor. The governor can then submit recommended names to the state senate. The commission consists of nine members appointed by various state officials and organizations. The bill takes effect upon passage.
