The bill establishes the Catastrophic Illness in Children Relief Fund to provide financial assistance to families with children under 21 years old who have catastrophic illnesses not covered by other state or federal programs or insurance. A nine-member commission, including department heads and public members, will administer the fund, setting eligibility criteria and reimbursing medical expenses. The fund will be financed by an annual surcharge on employers. The commission will report annually on the program's status, including participant numbers and average expenditures.
