The Rhode Island Clean Heat Standard Act creates a system of tradeable clean heat credits to reduce greenhouse gas emissions. The Department of Environmental Management (DEM) will establish the number of clean heat credits each obligated party must retire annually. Clean heat credits are earned by delivering clean heat measures, such as weatherization and heat pumps, to end-use customers. The DEM will require registration information from entities selling heating fuels and maintain a list of registered entities.
