Rhode Island H7886 mandates quarterly meter readings for electric and gas utilities.

Rhode Island H7886 requires electric and natural gas distribution entities to read, record, and update utility billing on a monthly basis. Bills must be sent within 14 days of the scheduled reading. If a utility fails to read meters quarterly, it cannot demand payment beyond the estimated monthly bill amount. Any excess use beyond the estimated bill will be forfeited. The Public Utility Commission reviews and approves the formula for estimated bills. This act takes effect on July 1, 2026.
