Establishes an income-sensitive tiered subsidy program to make home energy utility costs affordable for low-income households.

Rhode Island H7880 creates a tiered subsidy program for low-income households to ensure affordable home energy utility costs. Electric and gas distribution companies must enroll eligible customers in the appropriate tier based on verified income levels. Each tier provides a discount to ensure eligible customers pay no more than a fixed percentage of their income for utility costs. The Public Utilities Commission approves the percentage of income plan and determines the cost collection method. The approved plan is included in the companies' general rate filings.
