Establishes a Compost Fund to award grants for reducing solid waste and composting in Rhode Island.

This bill establishes the Compost Fund to provide grants for reducing solid waste and composting in Rhode Island. The fund will award grants to eligible entities for compost production, food waste prevention, and minimizing illegal dumping. The fund will be financed by a solid waste disposal surcharge of $2 per ton of waste.
