This bill amends the Rhode Island General Laws to allow dealers without a distributor's license to resell cigars and ultra premium pipe tobacco, excluding tobacco intended for cigarettes, to other dealers. Ultra premium pipe tobacco is defined as a tobacco product intended exclusively for use in a traditional pipe, produced from whole-leaf, long-cut, or ribbon-cut tobacco varieties, minimally processed, and not intended for cigarette rolling, cigar wrapping, or use in disposable tobacco products. The bill takes effect upon passage.
