Establishes review and appeal process for handgun permit denials in Rhode Island.

This bill outlines the process for individuals to appeal a denial of a permit or license to carry a handgun. An applicant can request a meeting with the licensing authority to reconsider the denial within fifteen days of the decision being mailed. If the application is still denied after the meeting, the applicant can appeal to the superior court for a trial de novo. The documents, records, and proceedings before the licensing authority and the superior court are not open to the public unless the applicant requests otherwise.
