Rhode Island H7412 mandates quarterly meter readings by natural gas and electric utilities.

Rhode Island H7412 requires natural gas and electric utility companies to read meters quarterly. Utilities must provide the Public Utilities Commission (PUC) with a formula for estimated bills. Estimated bills can be sent when quarterly readings are not scheduled. If a utility fails to read meters quarterly, it cannot collect more than the estimated bill amount. The act takes effect upon passage.
