Rhode Island H7355 permits vehicle owners to transfer ownership and registration of their vehicles upon their death, using a certificate of title designation. The Department of Motor Vehicles must amend title forms to include transfer-on-death language. This act takes effect upon passage, with the changes becoming applicable on September 1, 2026.
