Establishes the Rhode Island Biotechnology Regulatory Sandbox Act to allow testing of innovative biotechnology products or services.

The Rhode Island Biotechnology Regulatory Sandbox Act establishes a program within the Department of Business Regulation to allow biotechnology companies, research institutions, or entities to test innovative biotechnology products or services in the state without obtaining a license or other state authorization. Participants can receive temporary exemptions from certain state laws or regulations, except for human genetic modification prohibitions, environmental protection laws, and ethical standards for human or animal research. The department may grant extensions for up to twelve months.
