Rhode Island H7196 amends the General Laws to add a new section criminalizing the knowing and intentional failure of a physician, nurse, or other licensed medical person to provide reasonable medical care and treatment to an infant born alive. This failure is classified as a felony. If the infant dies as a result of this failure, the medical person would be guilty of manslaughter. The act takes effect upon passage.
