Rhode Island H7177 enacts a moratorium on net metering contracts, subsidies for heat pumps, and long-term contracts for purchasing solar or wind energy. This bill prohibits the state from entering into any long-term contracts for solar or wind energy and bans the use of state funds to subsidize heat pumps. The moratorium takes effect on January 1, 2027.
