Rhode Island S2478 makes it a felony for physicians, nurses, or other licensed medical personnel to knowingly and intentionally fail to provide reasonable medical care and treatment to an infant born alive. If the infant dies due to this failure, the medical personnel would be guilty of manslaughter. The act does not prevent parents or guardians from refusing medically unnecessary or unreasonable treatment. The term "born alive" includes infants who breathe or have a beating heart, pulsation of the umbilical cord, or definite movement of voluntary muscles.
