David supports a reasonable and responsible pathway to citizenship for those wishing to enter our country and those already here. This will allow many undocumented immigrants to come out of the shadows, get involved in their children’s education, find employment, and raise their families.
Energy & Utilities
David supports expanding our domestic energy potential to reduce our dependence on foreign energy and save money here at home. California can play an instrumental role in energy production. In additional to renewable energy sources like solar and hydro power, our State has the potential to produce oil and natural gas.
Natural Resources & Public Lands
David knows that a safe and stable water supply is critical to the Central Valley and the State’s $54 billion agriculture industry. In Congress, he will fight to address our local needs during the drought.
Budget & Appropriations
Today’s government spends, borrows, and taxes its people too much. Our national debt has surpassed $23 trillion, over $65,000 for every man, woman, and child in America. David strongly opposes wasteful projects, such as the construction of a high-speed rail system throughout California which will cost tax payers billions of dollars with little added benefit.

The National Archives holds the founding documents and the receipts, the records that let a citizen check what the government actually did. The Smithsonian and the national museums hold the version of the American story that outlasts whoever is in office. None of that survives being run by whoever currently holds power. We are watching boards replaced with loyalists, exhibits rewritten to flatter one man, collections put at risk, and a Pearl Harbor hero's name scraped off a ship to make room for an ego. A country that lets its record be edited by the people the record is about has no way to hold anyone accountable later. Write independence for the National Archives, the Smithsonian, and the national cultural institutions into statute, with fixed board terms, protection from political removal, and no rewriting or renaming without public process.
The Postal Service is on track to run out of cash within a year, and the people now running it were installed by an administration that has been open about wanting to sell it off. This is not a company that failed in the market. It is a public service, written into the Constitution, that reaches every address in America whether or not that address is profitable: the rural route, the veteran's prescription, the small business shipping its first orders, the mail ballot. Carve out the profitable pieces for private carriers and what is left is everyone those carriers were never going to serve, at whatever price they decide to charge. A Postmaster General who came off FedEx's board is not the person who should be deciding which routes are worth keeping. Fund the Postal Service, block any sale or privatization of its routes and facilities, stop closures and service cuts in underserved communities, and reject any interference with voting by mail.
Artificial intelligence is being built faster than anyone can show it’s safe, and no law requires the companies building it to stop. Sen. Bernie Sanders and Rep. Greg Casar’s Ban Artificial Superintelligence Act would permanently ban building superintelligent AI, pause the most advanced AI development until a federal regulator sets safety rules, and direct the U.S. to pursue international agreements so it isn’t built anywhere else. That is the kind of serious public oversight a technology this powerful demands. Co-sponsor and vote for the Ban Artificial Superintelligence Act.
