Pennsylvania SB996 amends the Capital Facilities Debt Enabling Act to require bids for redevelopment assistance capital projects and sets wage.

Pennsylvania SB996 modifies the Capital Facilities Debt Enabling Act to establish that the solicitation of a minimum of three written bids is required for all contracted construction work on redevelopment assistance capital projects. For projects with total construction costs under $25,000, this bid solicitation is the sole requirement. For projects exceeding $25,000, workers must be paid at least the prevailing minimum wage rates as determined by the Secretary of Labor and Industry under the Pennsylvania Prevailing Wage Act.
