Pennsylvania SB974 amends the Dual Credit Innovation Grant Program to prioritize funding for public institutions of higher education and community education councils that offer dual credit courses to high school students. Priority is given to institutions expanding their offerings and serving students experiencing education instability, low-income students, historically underserved student groups, and students in rural areas. If insufficient applications are received, grants may also be awarded to State-related and independent institutions of higher education and community education councils.
