Pennsylvania SB961 prohibits certain practices and discrimination by the Commonwealth and its political subdivisions under public works contracts.

Pennsylvania SB961, known as the Freedom in Public Contracting Act, prohibits the Commonwealth and its political subdivisions from including certain requirements in public works contracts. These include requiring workers to be represented by a labor organization, affiliating with a labor organization, recognizing a labor organization as the exclusive representative, participating in an apprenticeship program, or paying a predetermined wage or benefits.
