Pennsylvania SB869 amends the Right-to-Know Law to redefine "record" as any information documenting an agency's transaction or activity, regardless of form. It mandates agencies to retain these records for at least two years and prohibits reimbursement for fines related to record violations. The bill also requires agencies to designate an open-records officer, who must complete initial and annual training. The act will take effect in 60 days.
