SB817

Providing for prevailing wage and apprenticeship requirements.

Introduced·6/3/25
Introduced Text

Pennsylvania SB817 mandates prevailing wage and apprenticeship requirements for businesses seeking tax incentives.

Pennsylvania SB817 amends the state tax code to enforce prevailing wage and apprenticeship requirements for businesses making capital investments over $25,000 for construction projects. Businesses must verify that at least 70% of their workers are skilled craft laborers and that all workers are paid the prevailing wage. If a business intentionally fails to comply, it must refund the tax incentive received for that fiscal year. The Department of Labor and Industry enforces these provisions, and violations can be appealed.
