It prohibits releasing a sky lantern outdoors unless it is tethered by a weight or other fixed structure connected to the ground. Leaving a tethered sky lantern unattended is also prohibited. Violations are classified as summary offenses with fines of at least $500 for releasing an untethered lantern and $1,500 for leaving a tethered lantern unattended beyond the person's control.
