Pennsylvania SB746 amends the Manufactured Home Community Rights Act to establish residents' right to purchase a manufactured home community. The bill requires community owners to notify residents, resident associations, and nonprofit organizations of any sale at least 90 days in advance. These groups then have the right to match any offer within 120 days. The bill also allows for injunctive relief and civil penalties for noncompliance. The court can set aside sales for noncompliance, and 50% of any civil penalty is distributed to the agency and the remaining 50% to the residents.
