It specifies that a hazardous substance includes any element, compound, or material designated as hazardous waste under the Solid Waste Management Act, defined or designated as a hazardous substance under the Federal Superfund Act, or contaminated to the degree that its release poses a substantial threat to public health and safety. It also includes certain perfluoro compounds and substances designated by the governor.
