The Pennsylvania Climate Emissions Reduction Act establishes the Pennsylvania Climate Emissions Reduction Program (PACER) to implement a cap-and-invest program. This program aims to reduce greenhouse gas emissions and fund energy projects. The Department of Environmental Protection will conduct auctions for carbon allowances, with proceeds allocated to the Consumer Protection Account, Pennsylvania Energy Transformation Account, and Low-income Support Account. The Consumer Protection Account will provide rebates to electric ratepayers.
