Pennsylvania SB455 amends the Solid Waste Management Act to redefine "solid waste" and "drill cuttings," excluding coal ash and certain drill cuttings. It mandates that residual waste storage, processing, or disposal facilities control leachate, prevent hazardous mixing, and test waste and leachate for specific contaminants. Facilities must report testing results quarterly to the Department of Environmental Protection and local municipalities. If leachate exceeds permissible levels, a public hearing is required.
