Pennsylvania SB432 amends the Public School Code of 1949 to create educational opportunities for foster and adopted children. Institutions in the State System of Higher Education must provide a fostering independence waiver for eligible nonresident students. To qualify, individuals must be eligible for a Chafee Education and Training Grant and have experienced foster care or exited foster care to adoption or permanent legal custodianship at sixteen years of age or older. The waiver covers tuition and mandatory fees after subtracting any federal, state, or other grants or scholarships.
