Pennsylvania SB42 amends Title 18 to redefine "firearm" to include 3-D printed firearms and prohibits their creation without a license.

Pennsylvania SB42 amends Title 18 of the Pennsylvania Consolidated Statutes to redefine "firearm" to include any weapon designed to expel a projectile by an explosive or the frame or receiver of any such weapon, including 3-D printed firearms. The bill prohibits using a 3-D printer to create a firearm or any part of a firearm unless the person possesses a license to manufacture firearms. It also includes provisions for the licensing of dealers, sale or transfer of firearms, firearm sales surcharge, registration of firearms, and abandonment of firearms, weapons, or ammunition.
