Pennsylvania SB415 establishes the offense of ransomware and mandates the Office of Administration to study ransomware threats and develop response.

Pennsylvania SB415 amends Title 18 of the Pennsylvania Consolidated Statutes to create the offense of ransomware. It prohibits individuals from knowingly possessing or using ransomware to extort money or other valuables from another person or a Commonwealth agency. The bill also mandates the Office of Administration to study the susceptibility of Commonwealth agencies to ransomware attacks, develop guidelines and best practices to prevent such attacks, and evaluate current data encryption and backup strategies.
