Pennsylvania SB403 amends the Dam Safety and Encroachments Act to create a continuous maintenance permit for the Department of Transportation or municipalities. The permit allows for the maintenance, inspection, and monitoring of watercourses, water obstructions, appurtenant works, and encroachments. The permit is valid for at least 10 years and can be extended for another 10 years if there are no violations. The permittee must report annually on maintenance projects and accept responsibility for maintaining, inspecting, and monitoring the specified areas.
