Pennsylvania SB400 amends the Pennsylvania Election Code to define "unenrolled elector" as a registered voter who selected "none or no affiliation" or "independent" on their voter registration application. The bill allows unenrolled electors to vote in primary elections by selecting a political party at the polling place. It mandates that county boards of elections prepare materials for unenrolled electors and that the Secretary of the Commonwealth provide guidance on voter registration materials.
