Pennsylvania SB372 amends the Alternative Energy Portfolio Standards Act to establish a Zero Emissions Carbon Certificate Program, which allows selected nuclear power plants to receive certificates for their zero-emission electricity. The Pennsylvania Public Utility Commission will determine the price of these certificates and oversee their purchase by electric distribution companies. The bill also sets solar photovoltaic technology requirements, mandates decarbonization of electricity generation, and establishes the ZEC Fund to manage funds from the program.
