Designates a portion of Germantown Avenue in Philadelphia as the Leo Rosenblum Memorial Highway.

The bill designates a section of State Route 4005, known as Germantown Avenue, from West Lehigh Avenue to West Somerset Street in Philadelphia, as the Leo Rosenblum Memorial Highway. Leo Rosenblum, a Holocaust survivor and resistance fighter, founded Leo's Men's and Boy's Apparel in 1954, which has been a community cornerstone for over 70 years. The Department of Transportation will install signs to mark this memorial highway. The act will take effect in 60 days.
