Pennsylvania SB349 introduces provisions for the decommissioning of solar energy facilities. It requires grantees to submit decommissioning plans and proof of financial assurance to the county recorder of deeds at various stages post-construction. Initially, within 30 days before construction, grantees must provide a plan and assurance equal to 10% of the estimated decommissioning cost. This escalates to 25%, 40%, 60%, and 80% at the 5th, 10th, 15th, and 20th anniversaries of construction, respectively.
