Pennsylvania SB311 amends Title 53 of the Pennsylvania Consolidated Statutes to prohibit municipalities from adopting policies that restrict or prohibit utility services based on the type of energy source. The bill also prevents discrimination against utility service providers based on the nature or source of the utility service. Municipalities retain the authority to manage or operate a publicly owned utility and to take steps to reduce greenhouse gas emissions. The act takes effect in 60 days.
