Pennsylvania SB1371 amends the Human Services Code to establish a 12-month enrollment period for eligible persons in managed care plans, unless a waiver is granted. Eligible persons may change plans without cause during the first 90 days of enrollment, annually, or for good cause at any time. Good cause includes moving, a provider change affecting residence or employment, or other reasons like poor quality of care. The department must establish procedures for reviewing and appealing denied plan-change requests.
