Pennsylvania SB1367 amends the Pennsylvania Election Code to redefine "pre-canvass" as the inspection and opening of absentee and mail-in ballots, excluding counting or tallying. It mandates that county boards of elections provide notice of pre-canvass meetings and allows candidates and political parties to observe. Challenges to ballot applications must be made before the pre-canvass or five o'm on the Friday before the election.
