Pennsylvania SB1317 amends the Covered Device Recycling Act to redefine covered devices to include personal electronic devices and covered networking equipment. Manufacturers of these devices must register with the Department of Environmental Protection, pay a registration fee, and submit a plan for collecting, transporting, and recycling their devices. The department calculates each manufacturer's market share based on national sales data and sets recycling obligations accordingly. Manufacturers must meet their obligations through their own programs or by paying a fee for unmet portions.
