The updated definition includes underground conductors or pipes used in providing electric or communication services, as well as those used in carrying, gathering, transporting, or providing natural or artificial gas, petroleum, propane, oil, or petroleum products, sewage, water, steam, or other services. It also includes unconventional oil and gas well production and gathering lines or facilities and pipelines transporting steam located in public rights-of-way.
