Pennsylvania SB102 amends the distribution of unconventional gas well fees, withholding funds from municipalities with restrictive ordinances.

Pennsylvania SB102 amends Title 58 of the Pennsylvania Consolidated Statutes to alter the distribution of unconventional gas well fees. The bill stipulates that the Pennsylvania Oil and Gas Board shall not distribute revenue to municipalities that maintain zoning or other ordinances unreasonably limiting or prohibiting future development of unconventional natural gas wells. A municipality's ordinance is presumed to unreasonably limit or prohibit development if it imposes standards or conditions on well development that conflict with or exceed those in Chapter 32.
