HB989 amends the Unfair Trade Practices and Consumer Protection Law to provide consumers with a three-day cancellation period for sales of goods or services priced at $25 or more. Buyers can cancel the transaction without penalty by providing written notice to the seller within three business days of the sale. The seller must return any payments made and any property traded in within ten business days of receiving the cancellation notice. The bill also requires sellers to provide buyers with a completed receipt or contract and a "Notice of Cancellation" form at the time of sale.
