Pennsylvania HB946 amends Title 66 of the Pennsylvania Consolidated Statutes to require a ratepayer referendum for the sale of water and wastewater systems valued at $1 million or more. The selling utility must notify ratepayers of the referendum at least 45 days before mailing ballots. Ballots must include the maximum possible impact on utility rates, fees, or surcharges. If a majority of ratepayers disapprove the sale, the Public Utility Commission cannot approve the acquisition.
