Pennsylvania HB939 amends the Child Labor Act to include definitions for "online content" and "online platform." It mandates that employers of minors as content creators establish a child performer trust account or qualified tuition program for the minor's benefit. Employers must transfer at least 15% of the minor's earnings to this account or program. The account remains in trust until the minor reaches 18 years of age, with distributions allowed only for the minor's health and educational needs. The employer's obligations end when the minor turns 18 or is emancipated.
