Pennsylvania HB938 amends the Public School Code of 1949 to revise the composition of the Board of Governors for the State System of Higher Education. These eleven members must include six residents of Pennsylvania, three trustees from constituent institutions, one member from the American Federation of State, County and Municipal Employees bargaining unit, and one member from the Association of Pennsylvania State College and University Faculties bargaining unit.
