Pennsylvania HB872 amends the Storm Water Management Act to mandate that each county, in consultation with municipalities, prepare and adopt a watershed storm water management plan for each watershed within two years of the department's guidelines. These plans must be reviewed and revised at least every five years. The Department of Environmental Resources may grant extensions for plan preparation if good cause is shown. Municipalities without public water or sewer systems are exempt from participating in these plans.
