Pennsylvania HB871 requires notification to the department if a substance is spilled, discharged, or released into the waters of the Commonwealth.
Pennsylvania HB871 amends the Clean Streams Law to mandate that individuals or entities must notify the department if they spill, discharge, or release a substance into the waters of the Commonwealth, or on a location from which the substance is likely to enter the waters, without a permit and if the spill, discharge, or release is harmful to public health or the environment. The Environmental Quality Board is tasked with establishing reportable quantities or other readily ascertainable standards to determine the harmfulness of such spills, discharges, or releases.
