Pennsylvania HB84 amends the Solid Waste Management Act to redefine "residual waste" to include oil and gas wastewater, tophole water, production water, brine, or wastewater sludge from conventional or unconventional oil and gas wells. The bill prohibits road spreading and land application of these materials, except for specific uses at well sites. It also prohibits vehicles transporting these materials from being equipped with mechanisms that allow for prohibited spreading.
