Pennsylvania HB84 prohibits road spreading and land application of oil and gas wastewater.

Pennsylvania HB84 amends the Solid Waste Management Act to prohibit the road spreading and land application of oil and gas wastewater, including tophole water, production water, brine, and wastewater sludge from conventional or unconventional oil and gas wells. This prohibition applies to uses such as dust suppression, road deicing, and road bed stabilization. The bill also makes it unlawful for vehicles transporting this wastewater to be equipped with mechanisms that allow for such prohibited activities. The act will take effect 60 days after enactment.
