Pennsylvania HB807 amends the Board of Vehicles Act by defining "independent motor vehicle dealer" as a used vehicle dealer, excluding new vehicle dealers and others. The bill requires applicants for initial or renewal licenses to complete a web-based or in-person education and training course. Exemptions apply to those licensed for 10 years or more and those already licensed as new vehicle dealers. The course must cover laws, rules, and consequences of violations. The initial course costs up to $300, and the renewal course up to $75.
