Pennsylvania HB71 amends the state's vehicle safety regulations to enhance the security of towed vehicles. The bill mandates that whenever two vehicles are connected by a ball-and-socket type hitch or a pintle hook without a locking device, they must also be connected by two safety chains or safety cables. These chains or cables must have an ultimate strength at least equal to the gross weight of the towed vehicles. They must be crossed and connected to both the towed and towing vehicle and to the tow bar to prevent the tow bar from dropping to the ground if it fails or becomes disconnected.
