Pennsylvania HB680 amends the Clean Streams Law to allow summary proceedings for pollution offenses to be initiated by the Office of Attorney General or any district justice in the county where the offense occurred or where the public is affected. This change grants district justices jurisdiction over such cases, subject to appeal by either party. In the event of an appeal from a conviction, the Office of Attorney General or the district attorney of the county must represent the Commonwealth's interests. The act will take effect 60 days after enactment.
